About the Singapore-Horizon Europe (SG-HE) Complementary Fund
The Singapore-Horizon Europe (SG-HE) Complementary Fund is a unilateral funding arrangement by Singapore, which is administered by the National Research Foundation (NRF) of Singapore. The purpose of the fund is to support research and innovation activities conducted in Singapore by eligible Singapore entities that participate in Horizon Europe Pillar II projects in priority areas for Singapore
How this affects Singapore's participation in Horizon Europe (Pillar II)
Singapore entities can continue to participate in Horizon Europe grant calls. There is now an option for Singapore entities to apply to the SG-HE Complementary Fund, if they wish to receive funding support for participation in Horizon Europe Pillar II projects.
- Singapore entities can receive in-principle approval of funding support from NRF, if their SG-HE Complementary fund application is considered supportable.
- Singapore entities can receive funding support from NRF, once their Horizon Europe Pillar II proposal has undergone evaluation and the project is awarded to their consortium.
To Apply
Singapore entities will need to join a consortium formed by entities from EU Member States / Associated Countries to Horizon Europe, in order to jointly submit a proposal to the Horizon Europe Pillar II grant call.
A Horizon Europe consortium minimally includes the following and Singapore entities may join a Horizon Europe consortium, once it has met these minimum requirements:
- The consortium must include at least three independent legal entities, from three different countries.
- At least one legal entity must be from an EU Member State.
- The remaining two legal entities may be from either EU Member States or Associated Countries to Horizon Europe.
Singapore entities have the option to apply to the SG-HE Complementary Fund to receive funding from NRF to support their participation in a Horizon Europe Pillar II project. It is not mandatory for Singapore entities participating in Horizon Europe Pillar II project(s) to be supported by the SG-HE Complementary Fund.
Applications for the SG-HE Complementary Fund are to be submitted via the Research Grants Portal (RGP). Applicants will be required to fill in and submit the SG-HE Complementary Fund Application Form and additionally submit a draft or copy of the proposal to be submitted to the Horizon Europe Pillar II grant call.

The Singapore-Horizon Europe (SG-HE) Complementary Fund 2026-2027 Call for Submission of Proposals will be open on the Research Grant Portal (RGP) from 30 Apr 2026 (09:00 SGT) to 31 Dec 2027 (16:00 SGT).

Rolling Call for Applications
The call will remain open until 31 Dec 2027 (16:00 SGT). Eligible Singapore entities may apply for SG-HE Complementary Fund support, for participation in open or upcoming Horizon Europe Pillar II grant calls launching in 2026-2027, that are within the scope of funding.
Option to apply before/after Proposal Submission to Horizon Europe
Singapore entities may apply for SG-HE Complementary Fund support, before or after their consortium submits a proposal to a Horizon Europe Pillar II grant call.
They will be supported by the SG-HE Complementary Fund as long as they meet the requirements for in-principle approval, and their proposal is awarded by Horizon Europe.
